I believe this is a newly drawn blue haired Ayeka by Masaki Kajishima :) Blue Haired Ayeka was first featured in the True Tenchi Novels in the 1990s and later Hitoshi Okuda adapted the story of Ayeka changing her hair to that of her Father's in one of his stories.
It was commissioned by that new online Tenchi bride game (which is using a lot of the older and known art) as one of the few new pics to come out of it as a centerpiece. Gorgeous!

Her appearance, e.g., the shape of her face, her eyes, and her hair, here doesn't exactly follow the original blue-haired design/sketch.
But, I guess it's not too. . . too bad of a design deviation.
