Space Pirates: An ideal for OVA 4.

According to the Wikipedia bio on Tarant Shank, he has an encounter with Tenchi and the gang.  Shank had made an attempt to kidnap Seina's family,  in order  to hold them as hostages.  Shank had likely made his attempt when Mihoshi went to Seniwa to attend Misao's and Mashisu's wedding.  Since Mihoshi was not patrolling the Solar System Special Protectorate Zone,   Shank had thought that kidnapping Seina's family was going to be a piece of cake.  Shank may have been aware of the rumors of Ayeka and Sasami being on Earth.  What Shank didn't expect was the fact of Earth having the third greatest concentration of power in the known universe.

Shank was careful to launch his raid when Mihoshi was on Seniwa attending Misao's and Mashisu's wedding.  Shank was confident that his raid to Kidnapped Seina's family was going to work. As soon as after Shank had started his raid, he runs into Tenchi and the gang.  Shank was injured during the fail raid.  After the raid, Shank had thought that holding the families of Ryoko's crew as hostages was a great plan.  Unfortunately, Shank's plan fail as a result of the hostages escaping with a third generation Royal tree seed as well as Ryoko Balta's love for Seina.

Since the Space Pirates were a major part of Tenchi Muyo: GXP, they should be able to play a part in the OVA 4 series. Shank's raid can be the focus of a single episode.  Since Earth is located in a special protectorate zone,  the Space Pirate Guilds will avoid entering the zone. Shank had to plan his raid when there was no presence of a Galaxy Police vessel.  It is likely that Shank had used a ruse to attract the G.P. vessel patroling the zone.   

For Space Pirates to play a role in the OVA 4 series, there has to be a group of Space Pirates who are connected to Tenchi and his family.  This group of Space Pirates will have to be Guild whose members are Privateers.  Privateers are legal Pirates. The name of this Guild can be the Space Pirate Guild.  One of the Guild's members  can be Tenchi's older brother. Tenchi's older brother had decided to visit Earth sometime during the Obon Festival.  Since many Obon festivals are held during August, it will make sense for Tenchi's oldest brother to make a visit. The visit of Tenchi's oldest brother is going to happen  before Shank's raid. 

The only problem with Space Pirates playing a major role in OVA 4 is likely that their role will only be limited to Shank's raid.  There must be a major villian for OVA 4.  One who is using the Space Pirates as part of his plans. The  role for the Space Pirates don't have be totally connected to Shank's raid.  It is up to Kajishima to determine what role for the Space pirates have more of a role  in OVA 4 other than Shank's Raid to kidnapped Seina's family.
