What is the relationship between Tenchi Masaki and Kami Tenchi?

When the chousin came in to existence they were aware that there was a being higher than them but could not reach out to this being nor understand how something could be higher than them (much like how zero could not comprehend Tokimi being in front of her). Everything the chousin have been doing they have been doing so as a way to get this being to appear, from what we can tell every story in Kajishima's works are directly related to this (Dua!l for example: The worlds that merged at the end is the one that Tenchi lives in)

Also Tenchi and Kami Tenchi are the same person basically, Tenchi Masaki is an Avatar of the higher being that is Kami Tenchi much like the Tokimi we see is just a projection of an "Ultimate level being" (something higher than the 12th dimension)
