No HD related media was ever published, and to be honest, will probably never be. But I made a thread a while back about this guy on youtube who has been doing his own personal HD upscales of OVA 1+2, Universe, The Movies and Tokyo. Now he hasn't finished and is up to episode 6 I believe, and he does take a while to upload episodes. But he does do them, just gotta be patient.

As an R1 DVD release? No.
As an R2J DVD release? Most likely.

While I have not seen any comparisons between the Tokyo R1/R2 releases, I know that the R2J of Universe is undeniably superior to the R1 release. So if Japan has a superior transfer of Universe, they likely have one for Tokyo too. Here, checkout the picture quality differences between the R1/R2 copies of Universe: http://screenshotcomparison.com/comparison/150432/

The R1 transfers of Universe, Tokyo, Photon, Agga Ruter & Masquerade are all most likely VHS transfers. Or at least they all look the part. Japanese studios rarely shipped their master copies to licensors. Instead, ofttimes they opted to send vastly inferior transfers to them. And do so without even informing the licensor of the quality of the transfer they are going to receive! Which is why the ADV released uncut Sailormoon Classic & Returns are both visual abominations. I remember that one, the people at ADV had a huge fit over how bad Toei screwed them. These days stuff like that doesn't really happen thou, since everything is already digital and can be sent digitally. But, well, like I said, those old R1 transfers are all likely VHS transfers.

Also far as I know, no one has yet to subtitle that half hour Tokyo special.

Episode 7 HD upscale wad released on tenchi716's channel a while ago. Looks like he's gonna stop the project though since it seems Funimation is fucking with him (not surprised at all)...
